Nigeria to Implement International Cargo Tracking for Enhanced Revenue and Security
The Federal Government, through the Nigerian Shippers Council (NSC), has announced plans to implement the International Cargo Tracking Note (ICTN) to enhance security and boost revenue generation in Nigeria.
The NSC’s Executive Secretary, Mr. Pius Akutah, revealed this at a recent event in Lagos, where he was represented by the Director of Special Duties at the NSC, Mustapha Zubairu. Akutah explained that the ICTN initiative aligns with President Bola Tinubu’s administration’s goal to diversify Nigeria’s revenue sources.

“The NSC is set to launch the ICTN, an automated platform designed to track the type and volume of cargo imported through Nigeria’s seaports over specific periods. This system will strengthen security and increase the Federal Government’s revenue from port operations,” Akutah said.
He further highlighted other innovative plans by the NSC, such as adopting Enterprise Content Management to streamline internal processes. Akutah emphasized that the global shift towards e-commerce and digital trade provides an opportunity for the NSC to improve its digital infrastructure, automate port operations, customs procedures, and supply chain management.
“By leveraging emerging technologies like blockchain and the Internet of Things, the NSC can facilitate more efficient, transparent, and cost-effective trade,” he noted.
The NSC also aims to foster public-private partnerships to develop port infrastructure, logistics facilities, and transport networks. Akutah stated that these collaborations could alleviate existing infrastructure challenges and extend to training programs for shippers, freight forwarders, and industry stakeholders.
As global shipping increasingly focuses on sustainability, Akutah expressed the NSC’s commitment to promoting eco-friendly practices within Nigeria’s shipping sector, such as the use of green vessels, renewable energy solutions, and better waste management at ports. These initiatives, he said, would not only improve Nigeria’s environmental standing but also attract international investors and trade partners to the country’s maritime sector
